Reorganizing the fishing fleet could solve the fishery problem. A smaller fleet is better attuned to the quota established by the EC. There are two forms of reorganization: voluntary (encouraged by reorganization premiums) and required. The European government feels the Dutch fishing fleet is much too large and is pushing for far-reaching reorganisation. Only rules where ships are dismantled prevent the overfishing problem to move to other countries.
