Fourth Note on Water Management

The governmental resolution for the Fourth Note on Water Management was published in February 1999 under the title "Waterkader" (Water Plan). It contains the governmental plans for water management till the year 2006. The governmental resolve explicitly states that there will be no break in trend in relation to the Third Note on Water Management from 1990. The line of 'integral water management ' introduced at that time will be continued. That means that coastal defence, polder level management, management of the (fresh and salt) water quality, ground water management, drinking water extraction and nature protection must coordinate with each other. Even the trend of the water systems with the target goals will continue.

  • Cleaner water

    Many ecotoxicological standards for the water quality have been adjusted, usually lowered. This means that the government wants to clean up the water systems even more than one predicted in the 1980s. The 'old' target values had already been reached for many of the materials. The new target values will mean that extra measures will be necessary in many cases. The new standards have been assimilated per sort in this edition, found in the volume "Matter and materials".

  • Room for water

    The paragraphs under the title 'Room for Water' are new in the Note. The Note pleads for more room for natural processes at various places, especially following the high water levels in the rivers in 1995 and 1996, as well as the growing insight into the consequences of sea-level rise and bottom subsidence in the Wadden Sea. The overflow basin for the rivers and the delta must be enlarged, the sea must be able to penetrate in the river mouths where possible.
